Colorado's Current Public Health Improvement Plan

Every five years, the Colorado Department of Public Health and Environment works with statewide partners to assess how Colorado's public and environmental health. This results in a state health assessment (SHA) and state health improvement plan (SHIP.) Both of these documents are required by the 2008 Public Health Act and the national Public Health Accreditation Board

Progress on the 2023-2024 State Health Assessment: 

In January 2023, the Office of Public Health Practice, Planning, and Local Partnerships convened the Public Health Improvement Committee (PHIC.) This committee is committed to guiding the next assessment planning cycle from 2023 through 2024. The PHIC includes members from the following external organizations:

Eagle County Public Health and Environment

The Health Partnership 

Broomfield Public Health and Environment

Groundwork Denver 

Trailhead Institute

Colorado Association of Local Public Health Officials (CALPHO)

Jewish Family Service 

UC Health

Centennial Area Health Education Center (CAHEC)

Metropolitan State University of Denver

A representative from each of the following CDPHE offices, programs, and divisions are also included on the PHIC: 

  • Center for Health and Environmental Data (CHED)
  • Disease Control & Public Health Response Division
  • Environmental Health Division
  • Maternal and Child Health Program
  • Office of Public Health Practice, Planning, and Local Partnerships
  • Office of Strategy, Performance and Innovation
  • Prevention Services Division

As of August 2023, OPHP and the PHIC have completed the following work: 

  • Contracted with Civic Canopy to facilitate PHIC meetings and support development of various materials, agendas, and PHIC activities 
  • Developed a project charter and determined a decision-making structure
  • Determined methods for quantitative data collection, selected quantitative metrics for the assessment, and identified existing data gaps 
  • Explored and selected additional metrics to address quantitative data gaps 
  • Developed a Communications and Engagement Plan 
  • Determined the purpose and audiences for community engagement and qualitative data collection 
  • Developed a survey tool for qualitative data collection 

 

Upcoming for September - December 2023: 

  • The PHIC will lead community outreach to organizations working with populations who are frequently left out of traditional quantitative data collection efforts 
  • Quantitative and qualitative data will be compiled for the 2023-2024 State Health Assessment 
  • The State Health Assessment will be published as both a written report and a dashboard in early 2024
