Welcome to the 2024 USCG Risk Mitigation Conference
The United States Coast Guard (USCG) and American Boat and Yacht Council (ABYC) have launched a series of one-day events dedicated to mitigating the risk in designing and building recreational boats.
USCG Risk Mitigation: Series 6 - Don't Be a Statistic. Data Saves Lives was an online live event held on Wednesday May 1, at 2:00pm ET. The event was recorded and is available to watch by registering (free) and viewing on the "CEUs and Recordings" tab above.
Description:
As an industry, we continue to learn from boating accident data and statistics. Hear from law enforcement, investigating bodies, and the American Boat and Yacht Council technical team to discover more about boating accident reports, how the events are recorded and categorized, the difference between an “accident” and an “incident,” and what is reportable when it comes to such activities as swimming off boats, boats on trailers, and more. The final reports help us build best practices and lead to newly developed or revised standards. This Risk Mitigation event is for anyone in the boat and parts manufacturing industry, as well as investigators and surveyors who wish to know more about how these statistics can help us all avoid trouble down the road.

Risk Mitigation Series 6 opens with an overview of what you can expect throughout the event and a discussion of new or noteworthy updates from the US Coast Guard, as well as a discussion regarding factory compliance and the Certified Regulatory Technician.

2:10pm - What Gets Reported to the US Coast Guard? |
Join this session to hear from a law-enforcement professional in the field as she discusses what is considered worthy to report to the USCG, what isn’t, and why.

2:25pm - Reportable vs. Non-Reportable Accidents |
The US Coast Guard receives information on mostly fatalities and hospitalizations, while minor incidents are vastly under-reported. In this session, we will hear from a USCG statistician who will build on the law-enforcement perspective by discussing in depth how she interprets these reports and how that benefits the recreational boating industry.

2:40pm - A Look at the Data: Are Boats Built to ABYC Standards Safer? |
Now we get into the meat of the data: What do the statistics indicate? The USCG initiated a study with Industrial Economics, Incorporated (IEc) to ascertain whether boats built to ABYC standards are indeed safer. Join this session to hear what that report has to say.

2:55pm - The Role of Standards in Safety |
In a nutshell, ABYC Standards stem from safety data. These statistics allow us to stay current on new technology and support global harmonization. Also, the Project Technical Committees (PTCs) cite these statistics as they propose new standards and ultimately use them to feed much of the testing prior to standardization. Join this session to learn how ABYC and the global industry benefit from this information.

As the Technical Director at the American Boat and Yacht Council, Brian is responsible for the managing the review and publication of over 70 standards. He also insures the execution of numerous grants awarded to the ABYC Technical Department. Brian is also actively liaisons with other groups including NMMA, NASBLA, SAMS, NAMS, NFPA, and SAE. Prior to assuming role as the Technical Director in 2012, he was the Technical Standards Manager at ABYC.

Chief, Recreational Boating Product Assurance Branch (CG-BSX-23)
U.S. Coast Guard
Jeff Ludwig has worked for the Coast Guard since 2006, and currently serves as the Chief of the Recreational Boating Product Assurance Branch in the Office of Auxiliary and Boating Safety. He is responsible for implementing the Recreational Boat Testing & Compliance Program (RBTCP), which ensures that recreational boat manufacturers comply with USCG safety standards. Prior to his current position, he was the Boating Safety Division’s Regulatory Development Manager, where he was responsible for the development of all boating safety-related regulations at Coast Guard headquarters. Before working for the Coast Guard, he was the Regulatory Affairs Manager for a major recreational boating trade association for five years.
Mr. Ludwig grew up boating in Florida and holds a USCG Operator of Uninspected Passenger Vessels (OUPV) license. He served eight years in the United States Army Infantry, stationed in the U.S. and Germany, and earned a B.S. degree from the University of Maryland.

Craig W. Scholten has been actively involved in the recreational craft industry for more than 38 years. His hands-on knowledge of small craft design, engineering, manufacturing, standards, and product certification provides a great resource of experiences. Craig holds a Master Compliance Specialist Certification for small craft from Westlawn Institute of Marine Technology and a Master Technician Certification from the American Boat and Yacht Council (ABYC). He has personally assessed and certified over 500 new boat models for the global marketplace.
For over three decades Craig has served industry in multiple roles, including Director, Chairperson, Convener, Expert and Member of executive committees, technical committees, and boards of ABYC, National Marine Manufacturers Association (NMMA), the International Organization for Standardization (ISO), the International Marine Certification Institute (IMCI), and the International Council of Marine Industry Associations (ICOMIA).
Skilled in working group leadership and collaboration in both domestic and international committees, Craig demonstrates a thorough understanding of how the standards and certification processes work and have evolved over time. Extensive success in guiding the understanding of standards compliance, product testing, risk assessments, and product certifications in both the domestic and international arenas. Strong networking and leadership skills, detailed, organized, and ability to find the win-win, Craig’s leadership results in effective teams that produce valuable product.
Craig regularly shares his expertise with industry at seminars and professional conferences including ABYC, NMMA, IBEX, and METSTRADE.

Megan Sheahan is a Senior Associate at Industrial Economics (IEc). She specializes in economic and statistical analysis as well as benefit-cost analysis of regulations. She holds a M.S. in Agricultural and Resource Economics from Michigan State University as well as a B.A. in Economics and International Relations from Boston University.
